POSITION SUMMARY:

The ideal candidate has extensive experience in property management, a strong understanding of Low-Income Housing Tax Credit (LIHTC) requirements - including the vacant unit rule - and currently holds a LIHTC Certification. The Property Manager is responsible for ensuring compliance to each housing developments applicable program regulations (LIHTC, Multifamily, FedHOME, PBV) and maintaining day-to-day property management functions. Responsibilities include all leasing activities including managing the waiting list, conducting screenings and initial certifications, annual recertifications, lease enforcement, rent collection, and resolving resident concerns. The Property Manager reports to the Senior Property Manager and oversees a portfolio of assigned affordable housing developments managing the physical conditions, the property operation and provides a quality living environment adhering to the authority’s objectives. 

Requirements

QUALIFICATIONS:

  1. Minimum of associate’s degree or equivalent knowledge, training and experience in related field required. Bachelor’s degree preferred.
  2. Two years' experience in affordable housing property management required. Five years preferred.
  3. Knowledge of federal housing laws, guidelines, regulatory programs and policies required.
  4. LIHTC certification in property management required. Certification in COS PHM, ARM, and CPM desired.
  5. Section 8 Voucher Program experience helpful. 
  6. Excellent problem-solving skills and capacity to handle stressful situations. 
  7. Proficient with Microsoft Office Suite.
  8. Possess a Valid Maine Driver’s license. 

Salary $33-$37 per hour depending on experience
