HCV (Housing Choice Voucher) Specialist
Evergreen ResidentialHCV work sits at the intersection of regulatory precision and human advocacy. It demands someone who can read a HAP contract with the same focus they bring to a tense call with a frustrated applicant who's been waiting weeks to get into their home. That dual skill set, technical fluency and genuine people orientation, is what this role at Evergreen Residential runs on every single day.
What This Role Actually Involves
Evergreen Residential operates in the single-family rental and build-to-rent space at institutional scale, and their Charlotte team is hiring an HCV Specialist to own the full voucher lifecycle from initial application through move-in and beyond. That means preparing RFTA packets, submitting documentation to Public Housing Authorities, coordinating with property inspectors, and making sure compliance checkpoints don't become bottlenecks that strand a voucher holder in limbo.
Beyond the lease-up work, this role carries ongoing responsibilities: tracking recertification dates, monitoring inspection schedules, managing interim rent adjustments, and staying current with HUD guidelines as they shift. You'll serve as the primary point of contact for voucher-assisted residents who have questions about their rent portions, utility allowances, or notices they've received from their Housing Authority. Those conversations require patience and clarity in equal measure.
Internally, you'll coordinate across maintenance and construction teams to clear inspection hurdles, and you'll work alongside collections and renewals on delinquency situations involving HAP contracts. This isn't siloed work. It touches most of the operational org, which means your relationships inside the company matter as much as the ones you build with local PHAs.
Skills This Role Relies On Most
- Three or more years of property management experience with a genuine HCV specialty, not just peripheral exposure
- Three or more years managing or leading a team
- Working knowledge of HUD guidelines and PHA processes across multiple jurisdictions
- Proficiency in Yardi or comparable property management software, plus Microsoft Office (Excel in particular)
- Strong written communication: you'll be producing documentation that PHAs will scrutinize
- High school diploma required; bachelor's degree preferred
Candidates who perform best in this kind of role tend to be people who've developed a feel for where voucher cases stall and who've learned to get ahead of those friction points before they escalate. That often means proactive outreach to Housing Authorities rather than waiting on callbacks, and keeping internal stakeholders informed so nothing falls through. The detail orientation here isn't just about being organized. Errors in HCV documentation have real consequences for real residents.
Working at Evergreen
Evergreen was founded in 2021 and has grown quickly within the institutional SFR space. The Charlotte office is where this role is based, five days a week in-person. The company's stated values center on accountability, transparency, and partnership, and the team culture reportedly skews collaborative and direct. For someone coming from a siloed housing authority environment or a large traditional property management company, the pace and cross-functional nature of this role may feel different. That's worth going in with eyes open about.
One honest note on scope: SFR platforms at scale often manage housing authority relationships across multiple markets simultaneously, which means the volume of active voucher cases can be substantial. If you've worked HCV at a single property or small portfolio, this role will likely represent a step up in operational complexity. For the right person, that's the draw.
