This role sits inside MidPen Housing's Property Management Division, and the work is precise by design. As a Compliance Specialist, you own the move-in file review process for both stabilized communities and properties still in lease-up. That means independently evaluating applicant files against program eligibility requirements, documenting your findings on File Review Sheets, and communicating outcomes clearly back to the property team. You also participate in file audits to confirm that communities stay in step with HUD, LIHTC, and other funding source requirements.
Day-to-day, this looks like pulling a file, cross-referencing income documentation, household composition, and program-specific restrictions, then making an approval call. When questions come in from the property level on file or compliance matters, you assist in resolving them. You'll track your workload through the department's tracking system and stay current on certification programs, including HUD TRACS and voucher processing.
The hybrid schedule runs Tuesday and Thursday in the Union City office, with Monday, Wednesday, and Friday flexible for remote or in-office work.
What You Bring
- High school diploma or GED; a willingness to obtain Tax Credit Specialist and Certified Occupancy Specialist certifications
- At least two years of relevant experience in affordable housing, property management, leasing, compliance, real estate, lending, or administration
- HUD experience required, including working knowledge of TRACS and voucher processing
- Familiarity with property management software such as Yardi, RealPage, or Boston Post is a plus
- Blended Occupancy Specialist or Tax Credit Specialist certification is preferred
- Proficiency in Microsoft Office Suite and Adobe Acrobat
- Strong organizational habits, attention to detail, and the ability to meet deadlines independently
- Valid California driver's license, current auto insurance, and reliable transportation

MidPen manages more than 142 properties across 12 Northern California counties, housing roughly 22,800 residents. At that scale, compliance isn't a back-office function. A single miscategorized file can trigger audit findings, put regulatory relationships at risk, or stall a lease-up that's already under timeline pressure. The Compliance Specialist is the checkpoint between a qualified household getting housed and a file error compounding into a larger problem. Blended occupancy properties add another layer, where HUD and LIHTC rules run in parallel and the eligibility analysis gets more nuanced. Candidates who already hold a Blended Occupancy Specialist certification, or who have direct TRACS experience, will move through the learning curve here considerably faster than those coming from general property management without that specific background.
The pay range for this position runs $33.46 to $37.65 per hour, based on applicable experience and qualifications.
