Community Manager

Property management at MidPen asks you to operate across a wider range than most conventional apartment roles. You'll be reading regulatory documents one hour and walking the grounds the next, coaching a leasing clerk on file accuracy in the morning and meeting with a local community partner in the afternoon. The skills this role draws on most heavily are compliance fluency, fiscal discipline, and team development. If you've spent time in affordable housing, you understand why those three can't be separated.

The Skills This Role Requires on Day One

MidPen's portfolio carries real regulatory weight. Mission Gateway operates under affordable housing program requirements, which means you need to arrive with working knowledge of TCAC, HUD, and Fair Housing regulations, not just a general awareness of them. Certification as a Tax Credit Specialist or Certified Occupancy Specialist is expected (or you'll need to earn it within your first six months, at company expense). Correct initial certifications, annual re-certifications, and lease renewals under these programs demand precision. A missed detail in a resident file can create a compliance finding that affects the entire property.

On the fiscal side, you'll manage rent collection, delinquency, security deposits, and bank reconciliation. Residents of affordable communities often face income instability, so delinquency management here requires both firmness and genuine skill in working with people. RealPage experience helps significantly, as does the ability to read and act on your numbers rather than just report them.

What This Role Builds

Leading a property team at this level develops supervisory judgment in a way that's hard to replicate anywhere else. You'll conduct performance reviews, provide ongoing coaching, and make staffing decisions with real consequences for residents and operations. Affordable housing Community Managers who can document compliance, develop staff, and keep NOI on track tend to move into Regional Manager roles, Portfolio Director positions, or operations leadership within mission-driven housing organizations. The compliance depth you build here also transfers directly to fee management environments and third-party affordable portfolios.

MidPen's close integration between Property Management and Resident Services is worth understanding before you apply. You won't be operating a property in isolation. You'll work alongside a Resident Services team whose job is to connect residents with support programs. That coordination requires its own skill: the ability to collaborate across departments with different goals and vocabularies while keeping your own operational responsibilities on track.

What Separates Strong Candidates Here

  • Two or more years of hands-on affordable housing experience, specifically with tax credit or HUD-regulated communities
  • At least one year supervising property staff, with examples of how you've helped someone improve or grow
  • Demonstrated comfort interpreting regulatory documents and translating them into daily procedures for your team
  • A genuine orientation toward the residents you serve, not just the operations you manage

Union City sits in the East Bay, where housing costs remain high and the demand for quality affordable units is consistent. Managing well here means residents can stay housed, and that's the ground-level impact this role carries. MidPen has operated in this space since 1970 and maintains a portfolio of over 142 properties across Northern California. The infrastructure, training, and mission alignment are real. The work is also demanding. If you know affordable housing compliance and you want a role where your management skills are fully in play, this is a position that rewards both craft and commitment.
