Community Manager Affordable Housing
FairsteadAffordable housing management carries compliance weight that market-rate property management simply doesn't. Between HUD regulations, LIHTC reviews, REAC inspections, and recertification cycles, a Community Manager at an affordable property is running a parallel track of regulatory work alongside the daily operations most managers handle. Fairstead, which owns and operates more than 30,000 units across 28 states, is hiring for that role at one of its Davenport, Iowa properties.
What This Role Actually Involves
The compliance side of this position is substantial. You'll maintain working knowledge of the HUD 4350.3 Handbook, prepare for REAC reviews and Management and Occupancy Reviews, coordinate with the Compliance Department on regulatory responses, and manage annual and interim recertification processes. LIHTC review preparation is also part of the scope, so a TCS certification is required. Candidates with COS or CPO credentials are expected at this level.
On the operations side, you're overseeing day-to-day site performance: rent collection, delinquency pursuit through legal channels, monitoring bad-debt write-offs, documenting lease violations, and coordinating evictions when necessary. You'll supervise maintenance staff and work with your Building Superintendent on bi-annual property walk-throughs. Vendor bids, contractor quotes, unit inspections, and ongoing renovation coordination with the construction team all fall under your oversight. Monthly financial meetings and budget monitoring round out the accountability.
EIV experience is expected. Yardi and RealPage familiarity is preferred and practical given Fairstead's tech-forward operating model.
Who Fits This Role Well
Three years of team supervision experience is the floor, and the affordable housing compliance layer means that generic leasing or market-rate management backgrounds need to be supplemented with actual affordable housing exposure. Candidates who've run a HUD or tax credit property through a MOR or REAC inspection have a real advantage here. Knowing how to intervene early with residents approaching non-compliance, before situations escalate to legal action, is a skill that separates strong affordable housing managers from reactive ones.
Davenport sits in the Quad Cities metro, a stable Midwest market with steady affordable housing demand and limited new supply pressure compared to larger metros. That context matters: occupancy here tends to hold, but keeping it stable requires consistent community management and proactive resident engagement, not just administrative accuracy.
