You'll monitor application and annual recertification processes, conduct file reviews, manage regulatory agency relationships, and ensure that every site in your portfolio meets Equal Housing Opportunity and Affirmative Fair Housing standards. Staying current on regulatory and funding requirements isn't a periodic task. It's woven into how you manage the portfolio week to week.

Alongside compliance, you'll need strong financial instincts. Developing yearly operating budgets, tracking income and expense variances, reviewing vendor invoices, and identifying opportunities to improve NOI through cost control and leasing strategy are all part of the job. You'll also weigh in on capex recommendations and monitor major project contracts across your sites. The reporting doesn't stop at internal audiences. Ownership financial reports have to be accurate and delivered on time, which means your attention to detail has direct consequences for client relationships.

Then there's the people side, which is substantial. You'll screen, hire, train, coach, and when necessary, performance-manage site staff across multiple communities. That means writing counseling statements, processing salary increase requests, approving timesheets, and working closely with HR and your senior vice president when situations escalate. Promoting real team cohesion across dispersed sites takes consistent leadership, not just periodic check-ins.

What the Day-to-Day Actually Looks Like

Expect your week to include a mix of site visits (semi-annual physical inspections are required, but most regional managers in affordable portfolios move through their sites more frequently), file audits, budget variance reviews, and staff coaching conversations. Resident complaints and concerns reach your level when site staff can't resolve them, so you'll need to engage directly with residents at times. You'll also be part of the emergency response structure for the portfolio, which means availability matters beyond standard business hours.

Marketing strategy is part of the scope too. You'll develop yearly marketing plans and guide staff on leasing technique, follow-up, and lease execution. Affordable housing has occupancy dynamics that differ from conventional properties, particularly around income qualification and waitlist management, so your leasing guidance has to account for those realities rather than applying conventional playbook thinking.
