The Role
Action Property Management, founded in 1984 and now the largest privately owned HOA management company in the West, is hiring an onsite General Manager for a high-rise community in Houston. With over 300 communities and nine regional offices, Action operates at a scale where process and culture both matter. This GM position sits at the center of daily operations: staff leadership, vendor oversight, budget management, and direct service to homeowners.
You'll own the full operational picture. That means managing the annual budget cycle from draft through board approval, tracking actuals against projections, and understanding reserve study outputs well enough to explain them clearly to a board that may not have a finance background. Audit preparation, bidding processes, and governing document compliance are part of the core work, not the occasional exception.
Leadership here is real. You'll hire, train, and hold accountable an onsite team. In a high-rise, that team typically spans front desk, maintenance, and concierge-adjacent functions. Staff turnover in high-rises is one of the most visible operational failures a GM can have, because residents notice it immediately. Retention starts with how you hire and how you train.
What You Bring
- Two to five years of onsite HOA high-rise General Manager experience
- CMCA certification, or the ability to obtain it within six months of hire
- Solid understanding of HOA budgets, reserve studies, audits, and the vendor bidding process
- Familiarity with association governing documents (CC&Rs, bylaws, rules and regulations)
- Strong written and verbal communication skills, including the ability to present to boards confidently
- Independent time management: this role requires you to prioritize without being told what matters first
- A track record of following through on homeowner and board issues without letting things fall
The CMCA requirement is worth noting for candidates coming from conventional multifamily backgrounds. HOA governance operates under a different legal and operational framework than apartment management. Board dynamics, voting thresholds, assessment collection rules, and fiduciary responsibilities to homeowners all create a distinct environment. Candidates with strong multifamily ops experience who lack direct HOA exposure should plan for a steeper ramp-up than the title might suggest.
