Community Manager (Summer Oaks)

A resident stops by the office with questions about their re-certification paperwork. Your maintenance tech radios in about a plumbing issue in building two. You've got a unit turn to track and a compliance deadline on Friday. That's a normal Tuesday at Summer Oaks.

MidPen Housing has operated affordable housing communities across Northern California since 1970, with a portfolio covering more than 142 properties and roughly 22,800 residents. Summer Oaks is one of those communities, and the Community Manager role here sits at the center of everything: compliance, facilities, resident relations, fiscal oversight, and staff development.

What This Role Covers

You'll report to the Property Manager and lead a small on-site team. Day-to-day, that means rent collection, delinquency management, bank deposits, and income verification. It also means keeping certifications current, processing applications and re-certifications, and maintaining accurate waitlists and resident files. Regulatory compliance is a constant: Fair Housing, HUD, TCAC, and local requirements all apply, and documentation needs to be tight.

On the facilities side, you'll set preventative maintenance schedules, conduct property inspections, and coordinate repairs. Curb appeal and unit turns are part of your scorecard. When a unit comes available, you're responsible for making sure it's ready and re-leased within established timeframes.

You'll also build relationships outside the property. That includes local community organizations, government contacts, and public safety partners. MidPen's Resident Services team works closely with site staff, so expect real collaboration there too.

What Qualifies You

• Associate degree plus at least three years of multi-family residential management experience, with a minimum of two years in affordable housing (or an equivalent combination)
• At least one year of supervisory experience
• Tax Credit Specialist (TCS) or Certified Occupancy Specialist (COS) certification, or the ability to obtain one within six months (MidPen covers the cost)
• Working knowledge of Fair Housing laws; ability to pass the FHA test within the first 60 days
• Proficiency in Microsoft Office and RealPage property management software
• Strong written and verbal communication skills, including comfort interpreting regulatory documents

Pay runs $25.62 to $28.81 per hour based on experience. Company-provided on-site housing is available.
