A resident stops you in the courtyard to ask about her recertification paperwork, a maintenance request from the night before is still sitting open, and your leasing coordinator needs a quick answer before the office fills up with foot traffic. That's the rhythm of this role at Mission Gateway in Union City.
MidPen Housing has been developing and managing affordable communities across Northern California since 1970, and this Community Manager position sits at the center of daily operations at Mission Gateway. You'll report to the Property Manager and lead a small on-site team through the full range of property operations: rent collection, delinquency management, unit turns, and lease-ups for available units, alongside the compliance work that affordable housing demands. That means accurate income certifications, recertifications, and documentation that satisfies HUD, TCAC, and Fair Housing requirements. The regulatory piece is real and ongoing, not occasional.
Facilities are part of the picture too. You'll set preventative maintenance schedules, walk the property daily, coordinate repairs, and keep curb appeal where it needs to be. You'll also build relationships outside the property itself, connecting with local community organizations, city contacts, and safety partners to support the broader health of the community. MidPen's Resident Services team works alongside Property Management, so you'll have colleagues focused on resident stability, and you'll need to collaborate with them regularly.
What separates strong candidates here is comfort holding two things at once: the compliance and fiscal discipline that affordable housing requires, and genuine care for the people living in the community. Managers who treat recertifications as purely administrative tend to struggle in this environment. The residents at Mission Gateway are working families, seniors, and people with special needs. They notice when you're present, and they notice when you're not.
The pay range for this role is $28.46 to $32.02 per hour, based on experience. MidPen offers health, dental, vision, life and disability insurance, a 403(b) retirement plan, paid parental leave, FSA options, an employee education reimbursement program, and an EAP, among other benefits. MidPen was certified as a Great Place to Work in 2025, which reflects something real about the culture, though any honest observer would tell you that affordable housing management is demanding work. The mission is genuine. So is the workload.
