That integrated structure matters here: when compliance, construction, and property management sit under one roof, the Community Manager at a Fairstead property isn't waiting on a third party to make decisions. You're close to the platform. That said, this specific role in Annapolis, Maryland carries real weight on its own. Affordable housing compliance means the margin for administrative error is thin, and the regulatory calendar never really stops.

The day-to-day here runs on two parallel tracks: financial performance and compliance. On the financial side, you're watching delinquency closely, directing monthly rent collection, pursuing arrears through legal channels when necessary, monitoring bad-debt write-offs, and attending monthly budget review meetings. On the compliance side, you're staying current with the HUD 4350.3 Handbook, managing REAC prep, clearing EHS violations, coordinating Management and Occupancy Reviews, handling LIHTC reviews, and conducting annual and interim recertifications. Those tracks intersect constantly. A tenant with lease compliance issues is often also a delinquency problem, and resolving it requires coordination across compliance, legal, and regional leadership.

You'll also supervise maintenance operations, conduct unit inspections, manage vendor bids and contractor quotes, and run bi-annual walk-throughs with the Building Superintendent. Fairstead properties often carry ongoing renovation and construction activity, so expect to coordinate site access, track project updates, and work directly with the construction team to keep violations off the books.

What strong candidates bring

  • At least three years of management experience that included direct team supervision
  • COS or CPO certification (required)
  • TCS certification for tax credit compliance
  • EIV system experience
  • Familiarity with Yardi and RealPage (preferred)
  • Proficiency in Microsoft Office Suite
  • Affordable housing experience; HUD compliance knowledge is central to this role
  • Bachelor's degree preferred
